Cooperatives are usually able to negotiate lower per KWH rates. The green power, I'm assuming, is simply a fee on top of the usual rate used for production and research of more environmentally friendly power.

I wonder why SCE&G customers have to pay $4 per kilowatt hr. for "green energy" when Palmetto Electric Coop. in the Hilton Head area of SC provides similar "green energy" to their customers for $3 per kilowatt hour?
